I can't tell for certain from the picture, but is that a faux cemetery in the sand?

It is an exibit called Arlington West put up every Sunday in Santa Barbara by Veterans Against War, a non profit, who say they "support the troops"but undermineany military task at every opportunity.
Having trouble uploading pictures and being the slacker that I am have still not been able to consistently place a link in a comment but take a look:
